The basic gist is that it depends on how Iowa sees these devices. Are they a tire chain of reasonable proportions? Then they are permissible. Are they a "block, stud, flange, cleat, or spike or any other protuberances of any material other than rubber"? Then no, I guess. A number of other states have this kind of language in their law.

Some newer vehicles with narrow wheel-well clearance may have a manufacturer disclaimer that Chains Are Not Recommended, FYI.
